1. Cook pasta according to directions, drain.
  2. Heat olive oil in a pan then add rosemary, garlic, ground beef, onion and red bell pepper.
  3. Cook until the onions are soft and the beef starts to brown.
  4. Add tomatoes and tomato paste to the pan and bring to the boil.
  5. Reduce heat and simmer for 15 minutes until the beef is cooked and the red bell pepper is tender.
  6. Season with salt and pepper to taste.
  7. Divide pasta into 4 bowls and top each with sauce. Sprinkle with grated parmesan cheese and serve.
